How to use the Framework

To use the National Procurement Framework you need to be a Member of SAM.  Membership is free and details of how to join are available here

One of the key services provided to its Members by SAM, is the process of identifying the Most Economically Advantageous Supplier for a Member who wishes to call-off from the Framework.

Each Framework Lot has a defined process for matching a Member's need(s) to the best Supplier(s) for them.  SAM provides this service at no cost, and then assists the Member with the preparation of the Order.  Further details about this process are detailed within the Guidance Notes provided for each individual Lot.

Support for Procurement Managers

Two support documents are available to provide additional information for Procurement Managers.

The first is an abridged version of the National Procurement Framework Project Initiation Document (PID). It outlines the Vision, Business Case, Project Scope, and Governance process developed by SAM, ITSO and our Partners when undertaking the procurement process. A copy of this document is available below.

The second document is a chronological overview of the formal OJEU notices, timelines, and procedures undertaken to ensure the procurement was delivered in a complete, robust and stable form to support the use of the Framework for all current and future SAM Members.  A copy of this document is available below.
